The Deputy Chief Executive, with the Deputy Chief Constable, manage the service level agreements for all shared services hosted either by my office or the Force.  These shared services include Commissioning, Communications and Engagement, Estates and Facilities, Finance, Information Governance, Legal Services, Organisational Development, People Development, People Services, and Performance.  

I have a small Personal Office that comprises of posts I must legally have in place, as well as posts that help me deliver my role as Police and Crime Commissioner.  This cost is just under 0.5% of the overall budget for policing in Wiltshire.  Icon for pdf You can view my personal office structure here [55.6KB].

Chief Executive - Kieran Kilgallen

Responsibilities: As Chief Executive, Kieran leads the OPCC and provides advice and support to the Police and Crime Commissioner in fulfilling his responsibility for the totality of policing. This includes supporting the PCC to set and deliver his police and crime plan and drive improvements across policing, criminal justice and community safety. He fulfils the role of Monitoring Officer and the head of legal services, providing advice to both the Commissioner and the Chief Constable.

Salary: £58,782 (0.6 full time equivalent)

Deputy Chief Executive - Naji Darwish

Responsibilities: As deputy Chief Executive, Naji is responsible for advising the PCC on issues including strategy, governance, performance policy development, system improvement, commissioning and day-to-day running of the OPCC.  These areas of responsibility include ensuring the PCC is able to secure an effective and efficient policing service, that there are services in place to support victims of crime, strategic leadership for estate and improvements to the criminal justice system.  Within the OPCC Naji is responsible for the OPCC commissioning, administration, strategy and governance, restorative justice and OPCC / Force support service level agreements. 

Naji deputies for the Chief Executive and fulfils this role duties two days a week, including head of paid service and monitoring officer. 

Salary: £83,853

Chief Finance Officer - Clive Barker

Responsibilities: As Chief Finance Officer for the Police and Crime Commissioner, Clive is responsible for providing the PCC with day-to-day financial advice and long term financial planning to deliver the Police and Crime plan.  He is the officer responsible under statute for the proper administration of the PCC's financial affairs and ensures the OPCC meets its obligations under its own financial regulations.  He is also responsible for ICT, estates, facilities and fleet functions.

Salary: £53,900 (0.5 full time equivalent)
