Welcome to the Wiltshire and Swindon Police and Crime Commissioner’s Annual Report for 2024–25. This report reflects a year of progress and partnership in our aim of delivering safer communities across Wiltshire and Swindon.
Despite significant financial pressures and the need to prepare for further transformation in 2025/26, we have seen continued improvements to Wiltshire Police's performance and delivery against the priorities set out in the Police and Crime Plan 2022–2025.
This annual report year marks the conclusion of that plan and the launch of a refreshed strategy for the Police and Crime Plan 2025 – 2029, shaped by your feedback and community engagement.
Key achievements include:
Faster 999 and 101 call answering times, improved investigation outcomes, and removal from HMICFRS Special Measures.
Recorded crime fell by 3.5%, with notable decreases in robbery (–30%), burglary (–4.5%), and anti-social behaviour (–5.3%).
Over 24,000 victims supported through Horizon, alongside £1.3M invested in domestic abuse and sexual violence services.
22 arrests for rural crime, including 12 prosecutions for poaching and hare coursing, as part of Operation Ragwort’s regional crackdown on organised crime.
10% fewer fatalities and 5.8% fewer serious injuries on Wiltshire roads, supported by expanded Community Speed Watch and enforcement.
This report also highlights initiatives tackling serious violence and organised crime, as well as efforts to improve road safety and supporting vulnerable people.
Together with Wiltshire Police, partners, and communities, Wiltshire OPCC remain committed to Making Wiltshire Safer and ensuring trust and confidence in policing continues to grow and our communities get the police service they want and deserve.
